Yesterday was at a shopping centre in the northern part of singapore;
then saw this boy wearing his catholic high uniform, standing at the escalator at level 2 waiting for gals with short skirts to come down or up the escalator.
his action is so obvious that when he saw a young gal wearing super short skirt coming down the escalator from level 3, he quickly head for the escalator going down to level 1. and he is so obvious that his head was looking up directly. and when he reach the first level, he stopped and see if the gal is coming down to level 1 or not.then he waited for the right timing and purposely walked below the level 1 escalator to peek again.
after that, he went back to the second level and back to his original position and wait for his next prey.
initially wanna inform the security guards. but in the end never inform.
I find this quite sickening and worst still, the gal i mentioned above is only about 12 years old.
any comments on this incident?
p.s:hope the catholic boy will be able to see this and stop this bad habit

as far as the thread starter is concerned, he mentioned that this young boy was peeping BUT from a few floors down. Not as if he was standing beside the gal and peeping at her...
IF caught, the guy can just say that he is looking at the girl and tot that she resembles someone she knew, since there is NO evidence that he is looking at the gal panty. There is no law stating that you cannot LOOK UP into another storey when a gal is wearing SHORT skirt upstair.

It will be very hard for the Police to build a case against the boy.
As you had mentioned, the boy was a distance away and that like one of the Bro had said "He can claimed that the gal was familar to him and that he thought it was his friend"
As the boy was still in school uniform, he is definitely below 16.
The Law states that an offence is not an offence if the person is below 12 years old and as for the boy he is over 12 but is below 18. He can only be charged in a Juvenile Court.
Last but not less, the "peeping tom' offence is only a fine!

If my female friends or family are decently dressed up, there is nothing to be uncomfortable about. As long as he don't follow/trail/harass any female girls/lady, that should be okay. Just that he is sick mentally. If you are concerned, notify his family members.

Looking and peeping are two different things altogether. If his intention is to see Zhao Gen, it is an offence althought it would be hard to prove! Best that he should be handed over to the Police. A young boy being frighten by Police.....thats a lesson he would not forget easily. If the problem is not nipped at the bud, what if he proceed to be a molester or a rapist?
Like you said, " He is sick mentally"....he should be given treatment ASAP.

They have to attend as long as there's a 999 call.
People of unsound mind are charged under Section 32 of the monor offence act. They will not be charged in court but referred to Woodbridge for evaulation! If any insane person commits a serious offence like Culpable Homocide not amounting to murder. The Judge can "sentence" to stay in Woodbridge for a long time.

When I was still in the Force, attended my share of this kind of cases! i would scare and threaten the boy abit by saying that he is going to jail or that I am going to call his parents. Put him in the patrol car and go for a spin before releasing him with a stern warning.
Let him learn his lesson so that he will not gradually become bolder and might turn into a molester or rapist in future.

It's basically some small mistake they made when they were young. They were NOT caught, but they just stopped after they realise it's wrong, and it's not worth it. Some are docs, lawyer, engineerers, now. If they were caught and sent to boys/girls home, they might not be what they are today, and may just be some harden criminal instead. I am not saying all those who committed crime should be let off, but I am just saying that it doesn't mean that if you committed some small crime before, it'll lead to you eventually committing big crimes.
Also, if you are that against peeping upskirt, how come i never see you post in the threads started by those hp upskirt takers ? Ain't that even worst ? That's an actual crime committed. If you enjoy those pic/video, why complain when others are looking at live show ? Is it that they never take any pic/video for you to enjoy also, that's why you are pissed off ??
I do agree that girls wearing revealing clothes are NOT ASKING to be raped, or molest, or whatever. BUT I agree with that they wear these clothes to be noticed. If not, why would they bother even to dress up when no one's noticing them at all ? From what i know from female friends (talked to some regarding this before), they do dress up to be notice. They don't mind if you look, but just don't go STAREING at them like some leachers, even if you are.
Be discrete. They do try NOT to zaogeng, but well, when they do, it's our gain, so who's to complain ? On the other hand, it is not right to link commercial sex and things like the boy is doing. The first, as the term imples, is commercial, not criminal, as far as the legal scene goes. Where it is illegal, such as in HCs and TNs and FLs, is so not because of the act but the circumstances (place, gal involved). So most of pple here who go for commercial sex are not perverts or anti-social monsters (excepting some of uncertain mentality lah).
To the other side of the picture. The boy may turn out well, or he may not. Surely, a scare and warning as Bro Popper mentioned may do him lots good and little harm. Socially it will do lots good and no harm, for women who go around shopping malls. I live in the north and the account is a little too close for comfort.

I had mentioned in my earlier posting here that this case is hard to prove therefore, the boy will be left off after a stern warning. He will not be sent to any boys' home unless he is involved in other more crimes like robbery, rioting...etc
Althought taking pics of upskirt is an offence under the Woman's Chapter "Insulting A Woman's Decency", all those whom had taken such pictures are mostly above 16 years old. If they are caught, they are answerable to it.
We are talking about an impressionable Secondary school boy here. A stern warning and a scared by a uniform would do him more good than harm.
I remember sometime last year, they was a case when a young boy was playing game on his HP. The said game required him to move his "HP" around. Some guy thought that he was talking pics of his GF whom was wearing provocatively. The said guy confronted the boy and smash the HP and threaten to hammer the young boy.
How would anyone of us react if we are in the above situation as the girl's BF?

small issue but can lead to huge consequences...i guess if you see him again, you can just go to him and tell him that you saw wat's he doing and advise him not to do it again or you will inform the police..then he will learn, but not wif the harsh the consequences.. who knows...you might want to show him the ropes ard lor 18.
basically a boy at his age is curious abt sex and stuff..pretty normal. it just how they go abt finding out their answers to their curiosity thats all. guess he chose the wrong method.

I dont see anything wrong with that. The only thing he needs to work on is to be "professional" (not to be too obvious la). He is a growing boy... perhaps a little too early (to each his or her own). I remembered during my Secondary days , my frenzs and I were also very "active" - but proud to say more "professional" .. I still remember one of my classmate (cannot remember his name) actually secured a mirror on his Bata shoe and placed under the young , foxy relief science teacher. Those were the days. It is part of growing up. Another bonker in the making........
