Man charged for unlawful protests alleging ‘judicial corruption’

SINGAPORE: A 40-year-old man was charged on Thursday (Apr 14) under the Public Order Act for unlawfully demonstrating against the Singapore judiciary.

Yan Jun is accused of taking part in a public assembly at the Istana Park, a prohibited area, on Mar 2 this year. Yan allegedly displayed placards stating “no judicial corruption in the Supreme Court of Singapore” and “protest against High Court of Singapore for miscarriage of justice”.

He has also been slapped with a second charge for taking part in another public assembly without a permit on Apr 13, 2016, at High Street Centre along North Bridge Road, which is close to Singapore’s Supreme Court. Yan is said to have displayed the same placards alleging “judicial corruption” in the Supreme Court.

Yan was alone in both instances.*

Deputy Public Prosecutor Yang Ziliang asked for Yan to undergo a psychiatric evaluation at the Institute of Mental Health (IMH), citing “evidence which suggests (Yan may suffer from) a mental health disorder, such as persecutory delusional disorder”.

Yan rejected this, saying that he had no mental disorder. Instead, he asked to know “the grounds of such a request”.

DPP Yang added that a mental health evaluation for Yan would be crucial in determining if there was “something preventing him from accepting and processing information that would be critical to his understanding the nature and consequences of his actions”.

The District Judge ordered Yan to be held at IMH for two weeks for an assessment. Yan will next appear in court on Apr 28.

For protesting in a prohibited area, Yan could be fined up to S$5,000. For protesting without a permit, he could be fined up to S$3,000.
