Maybe he hoping to get some insurance payout for his wife & kids after losing all their savings at the casino.

Otherwise how to explain him riding on lane 2 of PIE with vehicles zooming past him?

Other idiots who have no intention to die when illegally riding on Express ways will at least keep themselves within the road shoulder to avoid being run down.

E-scooter rider killed after being hit by bus at Bedok Reservoir Road

SINGAPORE: A 52-year-old man was killed after the e-scooter he was riding was hit by a bus on Thursday (Nov 30) morning.

The accident happened at the junction of Bedok Reservoir Road and Kaki Bukit Avenue 1 at about 10.30am, the police said. The rider was unconscious when he was taken to Changi General Hospital, where he subsequently succumbed to his injuries, the police added.

Channel NewsAsia understands that the man on the e-scooter was crossing the junction when he was hit by the SBS Transit bus.

The rider is understood to have dashed across and the bus, which had the right of way, could not stop in time.

Photos shared on social media showed the scooter pinned underneath the front part of the bus. The bus' windscreen was smashed.

Other photos showed a man, believed to be the e-scooter rider, lying on the road and bleeding from the back of his head.

This was the first of two accidents involving e-scooters on Thursday. At about 2.40pm, a 16-year-old was injured at Woodlands after being hit by a car.

In a reply to Channel NewsAsia's query, Ms Tammy Tan, senior vice president of corporate communications at SBS Transit, said the company is "very sad" that the accident happened.

"We are currently at the hospital with (the injured rider's) family to render assistance as best we can," Ms Tan added.
Police investigations are ongoing.

E-scooter rider on road

A motorcyclist spotted an e-scooter rider on the road along Tanglin Halt, travelling towards Commonwealth MRT.

Based on a longer version of the video, the e-scooter rider was spotted by the motorcyclist way earlier when he was preparing to turn right at the traffic junction.

After the motorcyclist turned right and caught up with the e-scooter rider, he could be heard repeatedly telling the e-scooter rider to get off the road:

Motorcyclist: “Hey, you’re not supposed to be on the road.”

E-scooter rider: [Inaudible voice that sounds like “What?”]

Motorcyclist: “You’re not supposed to be on the road.”

“They are not allowed on the road.”

“I advise him he don’t want to listen.”

The e-scooter rider slowed down but continued along the side of the road.

I especially dislike those that ride on pavements with very bright lights, loud music and full-face helmets with goggles. The stupidity of it all is that if they are not riding so fast, they probably do not need helmets. If they are not wearing helmets, they would be able to hear their music better so they don't have to blast it. Without those goggles, they also do not need the super bright lights. Doesn't take a genius to figure that out...

My only consolation is that I believe in natural selection. Sooner or later they will get themselves killed and we will have one less idiot in the country.

From Straits Times:

E-scooter rider gets 10 weeks for punching pedestrian who suffered fractures

SINGAPORE - A man flew into a rage after he fell and damaged the strap of his e-scooter while trying to avoid a pedestrian.

Jonathan Mark Tan Wei Wen, 24, demanded compensation from Mr Joshua Shane Ng Cheng Wei, 29, but he refused to pay and instead walked away.

Tan caught up with him and punched his head, causing him to fall. He pinned down Mr Ng and continued hitting his head and face, despite intervention by passers-by.

Mr Ng suffered fractures in his nose and right eye socket.

On Monday (Dec 11), Tan was jailed 10 weeks for the assault.

The court heard that Mr Ng was walking along a zebra crossing near Block 110, Rivervale Walk at about 1am on March 19 when Tan, riding his e-scooter, came from behind and caused Mr Ng to move backwards into his path.

Tan swerved his e-scooter to avoid hitting Mr Ng, but fell and suffered abrasions on his leg.

When he saw that the strap of his e-scooter was damaged, he demanded that Mr Ng compensate him, but the latter walked away.

Tan punched his head, causing him to fall on the ground. He then pinned down the victim using his knee and continued to punch him and demand compensation. Mr Ng tried to escape but was punched several times on the head.

Two passers-by intervened when they saw Mr Ng bleeding in the nose and mouth but Tan continued with his assault.

Mr Ng eventually apologised and said he would pay for the damaged e-scooter. Tan remained at the scene till the police arrived.

A CT scan showed that Mr Ng had fractures on his nose and right eye socket. He had a mildly displaced right nasal bone and nasal septal fracture which did not result in any deformity. His total medical bill was at least $505. Tan had made partial restitution of $250 to him.

Tan's lawyer said that his client had been receiving counselling for anger management issues, and wants to move on with his life.

District Judge Olivia Low allowed Tan to start his sentence on Jan 3. He could have been jailed for up to two years and/or fined up to $5,000 for causing hurt.

From Strait Times:

SINGAPORE - On average, 40 personal mobility device (PMD) users - mainly electric scooter riders - have been caught every month between January and November for riding on the roads.

This is an 18 per cent increase from the monthly average of 34 PMD users caught last year for taking to the streets, the Land Transport Authority (LTA) said, in response to queries from The Straits Times.

"The increase reflects a rising usage of PMDs and a step-up in enforcement efforts," the authority said on Tuesday (Dec 12).

PMDs will come under more regulations when the Active Mobility Act comes into effect. The LTA said on Tuesday that this will happen either later this year or early next year. The Bill was passed in Parliament in January.

With the Active Mobility Act in force, users must ensure that PMDs adhere to certain specifications - a maximum weight of 20kg, a width of no more than 700mm and a top speed of 25kmh.

For reckless riders, the LTA and other agencies, such as the National Parks Board, will be given powers to issue summonses that could result in fines of up to $5,000, or jail terms of up to six months.

The unsafe use of PMDs - which are banned on public roads - has been in the spotlight recently, with the death of a 52-year-old e-scooter user after an accident with a double-decker bus in Kaki Bukit on Nov 30.

Another e-scooter rider, 16, was taken to hospital after an accident with a car in Woodlands on the same day.

A video clip showing an e-scooter rider on the Pan-Island Expressway went viral on social media last month. The man was caught by the LTA and the Traffic Police.

The LTA said that the bulk of the PMDs it has seized are mainly e-scooters, along with some electric skateboards and hoverboards.

The users caught were riding mostly on minor roads, with a "small minority" nabbed for being on major roads and expressways, the LTA added.

Those who use unauthorised vehicles such as e-scooters on roads face a fine of up to $2,000, or a jail term of up to three months, for the first offence.

My comments:

Why so soft? It should be MINIMUM FINE $5,000 and NOT UP TO $2,000. MANDATORY JAIL 3 MONTHS. It is better to fine and jail rather than let them be organ donor.

To deal with the menace, the LTA said it has doubled the number of enforcement officers from 24 in June to more than 50 currently. Its officers are also being equipped with speed guns to catch PMD users speeding on public paths.

"As the active mobility landscape is still evolving, the size of the enforcement team will be reviewed from time to time to correspond to the needs on the ground," an LTA spokesman said.

The authority said it is also working with PMD retailers to practise responsible marketing and to educate buyers on the rules and conduct for PMD use.

Since April last year, LTA has also partnered community volunteers to set up Active Mobility Patrol teams, to raise awareness of safe riding habits and rules.

There are more than 800 volunteers from more than 50 teams.

SINGAPORE - A 29-year-old man was taken to hospital after the electric scooter he was on collided with a car in Yishun on Friday night (Dec 15).

The police told The Straits Times that they were alerted to the accident in Yishun Avenue 4, towards Yishun Avenue 1, at 10.16pm on Friday.

Registration for e-scooters part of review of code of conduct for PMDs

By Toh Ee Ming

Published 08 January, 2018

Updated 08 January, 2018

SINGAPORE — There may be a case for e-scooters to also be registered, said Transport Minister Khaw Boon Wan in Parliament on Monday (Jan 8), as he gave an update on the number of reported accidents involving pedestrians and personal mobility devices (PMDs) on footpaths and walkways.

From January to September last year, there were 30 such cases, said Mr Khaw, in response to Member of Parliament (Jurong GRC) Tan Wu Meng. In total, there were 90 accidents involving PMDs in the first six months of the same year, with the bulk taking place on roads, Mr Khaw had said in October.

“I don’t think we should be registering all scooters or all bicycles, but I think those which are power-assisted, and therefore potentially can incur greater harm, there may be a case for some sort of registration,” Mr Khaw said.

Advisory panel recommends registration for all e-scooters

22 Feb 2018 03:38PM (Updated: 22 Feb 2018 03:40PM)

SINGAPORE: E-scooter riders may soon have to register their personal mobility devices, should the Government accept a proposal put forward by the Active Mobility Advisory Panel (AMAP).

The aim is to increase user responsibility and facilitate enforcement against errant riders, said panel chairman Associate Professor Muhammad Faishal Ibrahim in a Facebook post on Thursday (Feb 22).

"After careful deliberation, the AMAP panel has submitted our recommendation to MOT (Ministry of Transport) to put in place a registration requirement for all e-scooters," he wrote.

Dr Faishal added that the some members of the panel have observed an increasing number of e-scooter riders travelling in an inconsiderate and reckless manner.

"This is something we are very concerned about. We cannot allow these errant riders to cause harm and compromise the safety of other path and road users," he said.

The 14-member panel had previously suggested that all e-bikes be registered. The recommendation was made in March 2016, accepted by the Government a month later and the registration process started in August 2017.

Even as new rules are being proposed for e-scooters, Dr Faishal said the panel is "encouraged" to see more people cycling and using personal mobility devices to get around", noting that most of them are riding safely on public paths.

"We should continue to encourage such positive behaviour going forward," Dr Faishal said.

Mandatory registration for e-scooters from second half of 2018: LTA

By Alfred Chua

Published 06 March, 2018

Updated 06 March, 2018

SINGAPORE — The authorities are expanding mandatory registration for Personal Mobility Devices (PMDs) to include electric scooters, a month after tough new regulations kicked in against unregistered or non-compliant electric bicycles.

Owners of e-scooters have to register from the second half of this year, and paste identification stickers prominently on the devices.

Additionally, they must ensure that the e-scooters meet existing regulations under the Active Mobility Act: A maximum speed of 25km/h on cycling and shared paths in park connectors, a maximum unladen weight not exceeding 20 kg, and a width no more than 700mm.

Senior Minister of State for Transport Lam Pin Min unveiled the new regulations in Parliament on Wednesday (March 7) as he announced the Government’s decision to accept the Active Mobility Advisory Panel’s suggestion to introduce mandatory registration for e-scooters.

Businesses wonder if new e-scooter rules could hurt demand

SINGAPORE — Some businesses have expressed concern over the authorities’ plan to register electric scooters, noting how an earlier move to register e-bicycles led to a drop in demand.

E-scooter users wondered if the requirement unfairly penalised responsible riders.

Senior Minister of State for Transport Lam Pin Min announced the new regulations in Parliament at his ministry’s Committee of Supply debate on Wednesday (March 7).

Owners of e-scooters will have to register from the second half of this year, and paste identification stickers prominently on the devices.

Three e-scooter riders to be charged in court for injuring pedestrians

Published 07 March, 2018

Updated 07 March, 2018

SINGAPORE — Three electric scooter riders will be charged in court on Friday (March 9) for allegedly injuring pedestrians, among them a 61-year-old woman and two boys aged eight and 11, on three separate occasions last year.

The three men, aged between 23 and 32, will each face a charge of negligent act causing hurt, the police said in a press release on Thursday (March 8). If convicted, they can be jailed up to six months or fined up to S$2,500, or both.

Mandatory registration of e-scooters was announced on Wednesday by the Land Transport Authority, which had earlier introduced similar requirements for electric bicycles. Tough new penalties have also kicked in for unregistered or non-compliant e-bikes.

The authorities have been taking tougher action against errant users of personal mobility devices like e-scooters and e-bikes in the past year, amid growing complaints about speeding and reckless behaviour by the riders.

Police looking for e-scooter rider who allegedly hit woman in Bedok

12 Mar 2018 09:54PM (Updated: 12 Mar 2018 10:04PM)

SINGAPORE: The police are looking for a man believed to be the e-scooter rider who hit a woman in Bedok, seriously injuring her.

The appeal was put up on Monday (Mar 12), together with a photo of a man wearing a blue top. Police said they are looking into a case of rash act causing hurt.

The incident happened last Wednesday at about 6.05pm, at Block 151 Bedok Reservoir Road, said the police.

Channel NewsAsia understands that the woman, 45-year-old Goh Lay Yong, was hit from behind as she stepped off an overhead bridge. She was conscious when she was taken to Changi General Hospital.

The woman's condition appeared to have taken a turn for the worse.

On Sunday, her brother Goh Yong Ann wrote on Facebook that she had to undergo surgery, just two days after he posted that the bleeding in her brain had stopped.

Another family member, Alverna Cher, wrote on Monday that the woman is in the intensive care unit and that the "next 48 hours is critical".

This is ridiculous!!! A individual assaults someone and the medical bill is more than $500 but the accused reimburse $250?!?! Singapore law is the best. No wonder in USA people carry guns because such people deserves to be shot in the head!!!

The Singapore Government must ban all e-bikes or e-scooters from the pavement!!! If any ministers family members got involved in such accidents will they keep quiet?!?!

Police nab e-scooter rider who allegedly hit woman in Bedok

15 Mar 2018 02:13PM (Updated: 15 Mar 2018 04:47PM)

SINGAPORE: A 23-year-old man suspected of knocking down a woman while riding an electric scooter has been arrested, said the police in a news release on Thursday (Mar 15).

He was arrested along Bedok North Street 3 on Wednesday, one week after the alleged incident.

The police said they received a report on Mar 7 that a woman had been knocked down by a man riding an e-scooter along Bedok Reservoir Road. The woman sustained head injuries as a result of the accident.

Family members had posted on Facebook over the weekend that the woman, 45-year-old Goh Lay Yong, had been admitted to the intensive care unit at Changi General Hospital.

Speaking to Channel NewsAsia on Thursday, Ms Goh’s aunt shared that her niece had to have a portion of her right skull removed to alleviate swelling, and is currently fitted with an artificial skull. Future surgery may also be needed, said the aunt, who identified herself as Mrs Ong.

Ms Goh is still in intensive care, and although still weak and unable to talk, her condition is improving and she has been "responsive" to friends and family who have visited her, her aunt said.

Ms Goh is also still on a liquid diet, but the family is “happy” with the progress she is making, Mrs Ong said.

Mrs Ong told Channel NewsAsia she hopes that this "sad" incident will serve as a cautionary tale to other electric scooter riders.

She also called on the Government to tackle the issue of errant electric scooter riders.

“We understand that this transportation is helpful for those who have difficulty moving around. But [these electric scooters] should only be used by those who follow the rules, and not modify them.”

These should be on the roads!!! With a speed limit of 20km/h when the rider knocks down a person how to justify in court?!?! The rider will protect and claim to be within speed limit but truth is these monkeys modify the bikes or scooters!!! Use your brain!!! Waiting for more people to die then take action?!?!

E-scooter rider 'knocks down' elderly woman before speeding off, police investigating

By Nurul Azliah Aripin

18 Apr 2018 08:41AM (Updated: 18 Apr 2018 12:08PM)

SINGAPORE: An elderly woman was left with a cut on the nose and bruises on her hip and leg after she was "knocked down" by an electric scooter rider, says her daughter, who is appealing for witnesses to the accident to come forward.

Both the rider and 65-year-old Mdm Lee to fall onto the ground leaving her injured, said a Facebook post by her daughter, Ms Sharon Sim.

Police are investigating the incident, which took place on Tuesday (Apr 17) afternoon at Blk 538 Ang Mo Kio Avenue 5.

Madam Lee was going to pick up her granddaughter from the childcare centre and was meeting her husband, Mr Edwin Sim, downstairs.

She was walking out of the lift when the e-scooter hit her from behind, Ms Sim said.

Five Institute of Technical Education (ITE) students who were in the area bought plasters from a nearby shop and helped Madam Lee by applying one on her wound.

"Mum grabbed (the) rider to prevent him from escaping but he rode away quickly," Ms Sim said in the post on Tuesday evening. "Dad gave chase and last saw rider riding towards (the) junction of Avenue 3 where Ang Mo Kio Police Station is located."

The students asked Madam Lee if she would like to make a police report but Madam Lee refused as she wanted to pick her granddaughter, Ms Sim told Channel NewsAsia, calling the students "very helpful".

She was "shaken" by the incident and her blood pressure has "spiked", said Ms Sim, who only found out about the incident when her parents picked her up from work later.

It would never happen. You think Minister and family would walk on the pavement meh ?! Pavement roads are for common people. MP and family would have secret service men clear the way and sweep the road before their royal feet touch it, all paid for with the common folks GST, ERP, and COE
