I think the statues are very clear. Sex with a minor = 16 and below, guilty. Paid sex with anyone 18 and below, guilty. Sex/hanky panky in massage palour = govern by Massage establishment act, only the girl and the owner will kenna. For patron, the worse they can do to you is sue you for public indecency, which they usually don't. Soliciting for sex aka orh kui tao = guilty Sex between two consenting adults (above 18), whether $$ involve or not, not guilty. Paid sex between local and foreigner - local not guilty, foreigner will be deported, etc.
