Tropical depression to hit East Vietnam Sea this week

TUOI TRE NEWS
UPDATED : 01/09/2017 10:46 GMT + 7

A tropical depression occurring south of the Philippines has been forecast to reach the East Vietnam Sea later this week and potentially form a storm.

The low-pressure system was located in the area east of the southern Philippines on Sunday night, packing winds of up to 60km/h and squalls of up to 102km/h, according to the National Center for Hydro-Meteorological Forecasting.

The depression is expected to travel southwest at about 10 to 15km per hour, the center added.

Director Hoang Duc Cuong warned that the system would enter the East Vietnam Sea on Tuesday and gather strength to become a storm.

Under the influence of an enhanced cold front and storm circulation, it is forecast to rain in northern Vietnam, especially in the northwest region.

The weather conditions in the southern part of the East Vietnam Sea will also worsen in the next few days, Cuong added, before saying that the development of the tropical depression needs to be closely monitored.

A tropical depression or typhoon in the maritime area at this time of the year is not unprecedented, Cuong explained, listing the examples of storm Melor, which formed in late December 2015, or Sonamu, striking the same region in early January 2013.

However, these storms often weaken quickly during their journeys at sea due to the effect of cold fronts coming from the north.

Vietnamese farmers prepare to sell rooster-shaped trees for Tet

TUOI TRE NEWS
UPDATED : 01/08/2017 13:06 GMT + 7

Displaying decorative trees shaped like different animals has long been a hallmark amongst Vietnamese Lunar New Year decoration, with Mekong Delta farmers striving year-after-year to introduce new animal-like creations to the market.

This year, the Lunar New Year, or Tet, will start on January 28. As each year honors an animal, 2017 is the Year of the Rooster, as indicated in the lunar calendar.

Artisans in Ben Tre Province have therefore pruned and clipped trees into various forms of poultry, ready to embrace the holidays.

Kumquat trees shaped as roosters, hens, and chicks are put on display along the National Highway No.57 in Cho Lach District, for visitors to stop by to place their orders.

Le Hoang Vinh, a tree-shaping artisan, said that while it is easy to make a rooster-shaped frame from zinc or iron, it can take up to a year of extensive care for trees to develop and maintain the defined shape.

“It is also important that the rooster-shaped kumquat trees are full of fruit,” Vinh added.

Aside from rooster-shaped trees, Cho Lach farmers also showcase trees dolphin, dragon, and buffalo trees. This year, about 100 of these decorative trees are up for sale.

“The animal-shaped trees have brought about economic profits and a positive reputation for Cho Lach farmers as some of the country’s best plant artisans,” Bui Thanh Liem, head of the district’s agriculture bureau, said.

Vietnam ministry to inspect 12 major real estate firms

TUOI TRE NEWS
UPDATED : 01/09/2017 11:35 GMT + 7

The Vietnamese Ministry of Construction will carry out routine compliance inspections on 12 major corporations, including Vingroup, Sun Group, Bitexco, and Phu My Hung.

A leader of the ministry’s inspectorate told Tuoi Tre (Youth) newspaper on Monday that the agency will cooperate with relevant provinces and cities to inspect the 12 companies with regard to their compliance to government laws, rules, and policies on property planning, quality control, and development during the 2011-16 period.

The firms to be inspected are Muong Thanh Group, Vingroup, Sun Group, Tan Hoang Minh Group, Bitexco Group, FLC Group, Empire Group, Dai Quang Minh Real Estate Investment Joint Stock Company, Phu My Hung Development Corporation, Citra Westlake City Development Co. Ltd., Phat Dat Corporation, and Hung Thinh Corporation.

All have developed major projects across Vietnam.

The inspectorate will look into Muong Thanh’s projects in the south-central province of Khanh Hoa, the leader, who prefers to remain anonymous, said.
Bitexco will have their projects in Ho Chi Minh City inspected while Empire will get their Cocobay Da Nang Entertainment Complex checked.

An inspection will be conducted at Dai Quang Minh’s project to build four arterial routes in the Thu Thiem New Urban Area in District 2, Ho Chi Minh City.

Inspectors will also work with Phu My Hung on Scenic-Valley, Scenic-Valley 2, and their other projects in Ho Chi Minh City.

In Hanoi, the Ciputra residential complex developed by Westlake City Development Co. Ltd. will be inspected.

“These inspections are carried out on an annual basis by the inspectorate, and are not something unexpected or unusual,” the leader told Tuoi Tre.
The inspectorate will also look into the implementation of a national housing development strategy in 63 provinces and cities nationwide.

Any problems with the strategy will be addressed to the prime minister for modification.

Housing projects for low-income people, factory workers, and students as well as commercial housing are also on the radar, the leader said.
Lawbreakers will all be harshly punished, he added.

Ho Chi Minh City lands among 10 most vegan-friendly cities in Asia

TUOI TRE NEWS
UPDATED : 01/08/2017 14:00 GMT + 7

Ho Chi Minh City earned itself a spot among the 10 most vegan-friendly Asian cities, according to a list published by the American animal rights group PETA
.
According to the group, the city’s bustling vegan scene supplies hungry diners with everything from meat-free banh mi to vegan eggs braised in soya gravy, making it prime contender for PETA’s Top 10 Vegan-Friendly Cities in Asia.

"Saigon's vegan cuisine covers every craving, from bo la lot (grilled beef rolled in betel leaves) and sweet-and-sour pork to wok-fried chicken and prawns – all 100 per cent meat-free", said PETA Vice President of International Campaigns Jason Baker.

"PETA applauds the city's thriving vegan culture, which satisfies appetites, preserves the environment, and saves animals from suffering.”

Have Vietnam’s relaxed rules caught on with foreign homebuyers?

By Thuy Vi January 9, 2017 | 03:08 pm GMT+7

Insiders say it may take time to fully evaluate the impacts of the new policy that allows foreigners to own a home here.

When Vietnam opened up its housing market to foreigners in July 2015, many thought there would be so many buyers rushing in to grab the villas and apartments here.

But after a year and a half since ownership restrictions were removed, it seems nothing like that has happened.

Troy Griffiths, deputy managing director of real estate company Savills Vietnam, said that the relaxed rules make Vietnam as appealing as Malaysia and Thailand, which have already taken similar initiative to drive home sales to foreigners.

But the new policy, he said, has not been doing much for the Vietnamese economy so far. “It’s not been anywhere near as sensational as we all expected,” Griffiths told VnExpress International.

He estimated that the number of sales has not reached thousands yet. His company has reported less than a hundred sales, mostly in high-end products, and smaller apartments to Taiwanese and Singaporeans.

There are around 80,000 foreigners working and living in Vietnam. Before July 2015, each of them could only buy one apartment here, under conditions that they were either married to Vietnamese nationals, held managerial positions, or had contributed to the country.

Industry insiders believe that easing ownership restrictions have at least created more interest in the local housing market. But many often complain that regulations and paperwork in general are still very complicated for foreign buyers.

Griffiths said that theoretically, there should be no regulatory problem with the new policy.

He said it is not easy to say for sure why the policy has not been a big success as expected. But he said the country might need more time for the new rules to work out, pointing out the case of Malaysia, which has implemented a similar law for more than 10 years and has only seen 3,000 foreign buyers a year at most.

Real estate was Vietnam’s best growing economic sector in 2016 with 3,126 new companies in 2016, a staggering 84 percent annual increase.

But it also saw a nearly 70 percent rise in closures, only after agriculture and healthcare.

“It’s an extremely competitive sector,” Griffiths said.

He said the competition will continue in 2017 with a lot of supply coming on.

A report released by Savills Vietnam on Monday showed strong growth in all asset classes in Ho Chi Minh City, the country’s most crowded city, in the last quarter of 2016.

Tourism boom, new public transport projects, and the current low rate of urban citizens will be key drivers for Vietnam’s property market in 2017, it said.

More than 60,000 apartments are expected to enter the market in 2017 and 2018, with a strong growth in the mid-end and affordable segments, the report said.

Only 34 percent of Vietnamese are living in urban areas, and according to Griffiths, there’s a lot of room for residential development.

An oversupply will be good for the competition, Griffiths said, dismissing concerns of a bubble similar to the one that hit the market nearly a decade ago. “The good developers will continue on and the poor ones will drop away,” he said.

Airport nightmare starts before Tet for Vietnamese flyers

TUOI TRE NEWS
UPDATED : 01/09/2017 14:32 GMT + 7

While Tet, the busiest time of the year for air travelers in Vietnam, is two weeks away, passengers have already begun experiencing the airport nightmare at Tan Son Nhat, the country’s most congested airfield.

Tet, the Vietnamese Lunar New Year, falls on January 28, though city residents typically begin flying back to their hometowns days before the holiday to begin festivities with friends and family.

To meet demand, local airlines were last week allowed to offer a total of 1,270 extra domestic flights between January 16 and February 12, an 8.5 percent increase in flights typically running during the period.

Approximately 1,067 of the approved extra flights will depart or land at Tan Son Nhat International Airport in Ho Chi Minh City, already operating beyond its capacity.

Despite potential overload issues, during the Tet holidays the Ho Chi Minh City-based airport will serve 807 flights per day, a 7.7 percent increase on the usual schedule.

However the nightmare of long lines to check in or scan baggage along with delayed or canceled flights has begun to haunt passengers already, with Tan Son Nhat full of passengers on the weekend, many of whom were unable to board their flights as scheduled.

Delay and cancelation

On Sunday, N.T.V. and her two children, aged 3 months and six years old, came to Tan Son Nhat two hours before their scheduled departure time, but still had to queue for an hour to complete check-in for their Quang Nam-bound flight.

N.T.H., also a mother traveling with two children, had their flight to Hue delayed by an hour.

However these families were far luckier than the family of D.V.H., who was flying to Hanoi with his parents, both in their 70s.

The three were at first told that their flight was delayed for four hours, and “shortly after we finally arrived at the check-in counter, we were told that the flight was canceled,” H. told Tuoi Tre (Youth) newspaper.

This forced him to buy tickets from a budget carrier, but even the alternative service, scheduled to fly at 6:30 pm, did not take off until 9:30 pm.

H. said the initial tickets had cost VND2.9 million (US$129) each, while the new ones fetched VND3.4 million ($152) apiece.

“The airline that canceled our flights did not provide any help in the form of accommodation or compensation,” he complained.

“The carrier should have informed us of the cancelation in advance, rather when we were already at the airport.”

The family had planned to travel early in the morning, but eventually arrived in Hanoi late at night.

Tourism affected

With flights now tending to miss their scheduled departure times more frequently, travel companies are worried that their business will be negatively affected.

Tourists turn to tour organizers, not the airlines, to complain if their flights are canceled or delayed, according to several travel firms.

“We are always anxious when it comes to arranging flights for Tet tour packages,” Tran The Dung, deputy director of The He Tre Travel, said.

Ly Viet Cuong, director of Nam Phuong Tourist, said carriers should let travel agencies know of any flight delays or cancellations in advance so they have time to prepare and thus avoid any impact on the quality of their tour packages.

“In other countries, airlines provide food and accommodation assistance to passengers affected by flight delays, but this is not the case in Vietnam,” Cuong added.
