Cost of flying set to rise as Vietnam hikes airport service fees

Vietnam’s aviation authorities have decided to raise service fees for all carriers that use the country's airports from October this year, a move that is likely to propel airfares in the same direction. Accordingly, the cost incurred each time a plane touches down or takes off will rise by 5 percent from the current level, and there are plans to raise it by a further 5 percent from June 2018, the Ministry of Transport said. In addition, a 15 percent premium will be charged for planes that take off or land during peak hours, while a 15 percent discount will be offered for those that arrive or depart in off-peak periods. The price hike aims to help airport operators cover maintenance expenses and fund upgrade work, the Civil Aviation Authority of Vietnam (CAAV) said. It added that the sharp increase during peak hours will encourage carriers to use the airport at quiet times to avoid overcrowding. After the initial increase, airlines will have to pay from VND700,000 ($30) to VND5.8 million for all takeoffs and landings, depending on the size of the plane. If airport service fees go up, it is only a matter of time before airfares follow suit, a representative from a local airline told VnExpress. "We can suffer lower profits in the short term, but in the long term we will have to raise fares," the representative said, declining to be named. Airports across the country served more than 55 million passengers during the first seven months of this year, figures from the CAAV showed. Currently, there are 63 foreign airlines from 25 countries and territories operating in Vietnam. Foreign airlines together with domestic carriers Vietnam Airlines, Vietjet Air and Jetstar Pacific are operating 105 international routes out of Hanoi, Ho Chi Minh City, Da Nang, Nha Trang, Phu Quoc and Hai Phong. Meanwhile, there are 52 domestic air routes and 22 civilian airports across the country. The Airports Corporation of Vietnam (ACV) plans to transport 91 million passengers and 1.2 million tons of cargo this year, increases of 13 percent and 5 percent respectively.

Vietnamese PM orders aviation insiders to cut delays by improving human element

Vietnamese Prime Minister Nguyen Xuan Phuc has issued a directive instructing the aviation industry to improve services such as safety and flight schedules and stop blaming its problems on strained infrastructure. Air travel in Vietnam has been booming in recent years and increased competition has led to better services, but flight delays and cancelations remain a major setback, the prime minister was quoted as saying in a statement presented at a meeting in Hanoi Wednesday with national flag carrier Vietnam Airlines, the Vietnam Air Traffic Management Corporation and the Airports Corporation of Vietnam. Mai Tien Dung, chairman of the Government Office, said at the meeting, which was not attended by the prime minister himself, that the agencies should cooperate to fix these problems. A report by the Civil Aviation Authority of Vietnam counted 14,000 delayed and canceled flights in the first six months of this year, or 12.2 percent of all flights operated by Vietnamese carriers, a slight drop from last year. Nearly 600 other flights were also canceled. Late arrivals caused 70 percent of the delays, while other reasons included problems with the airlines, airport facilities, air traffic control and the weather, it said. Flight delays and cancelations in Vietnam tend to be more frustrating than they should be, and many travelers complain that they are kept in the dark with little support when there is a problem. Vietnam Airlines, budget carriers VietJet Air and Jetstar Pacific, and the Vietnam Air Services Company have been competing in a market that served 52.2 million passengers last year, up 29 percent from 2015. The domestic sector alone grew 30 percent with 28 million passengers, according to official data. Dung said the industry is taking away a lot of customers from the crumbling railway sector, but it still needs to prove that it really is a better choice. He cited the prime minister’s order as saying that Vietnamese airports need to raise their capacity as the current takeoff/landing rate of one per five-seven minutes is “low” compared to one every two minutes at many international airports. “We often blame the infrastructure, but what about the human element?” he said. He said the prime minister wants aviation insiders to look over management and personnel issues to see if they can raise the capacity at Saigon's Tan Son Nhat airport, for example, without having to physically expand it. The country’s largest airport is trying to cope with 32 million passengers a year, far beyond its designed capacity of 25 million. Vietnamese authorities have spent years debating whether a golf course which covers 157 hectares (390 acres) of military land next to Tan Son Nhat should be taken over for the airport's expansion.

Media reports have been referring to Saigon as a megacity with a population of 12 million for over a year now, but the actual number is even higher, according to the latest official data. Mayor Nguyen Thanh Phong said at a meeting on Wednesday that there are now 13 million people living in the city, Vietnam’s largest and economic hub. Phong said the number is far beyond the population forecast of 10 million for 2025, which apparently only factored in registered residents who now number more than eight million. The city’s population is expanding faster than expected due to the 130,000 migrants who are arriving every year, he said. The city is now packed with 6,200 people per square kilometer, which is as dense as Tokyo. Vietnam's average population density is 300 people per square kilometer, while the global average is 57, according to the World Bank. “The rising population is exerting huge pressure on infrastructure development,” Phong said. There are now 7.6 million motorbikes and 700,000 cars in the city, with an average of 1,000 new vehicles hitting the streets every day, a rate that road expansion cannot keep up with, he said. Phong made the statement a month after the city announced plans to curb personal vehicles, including a ban on motorbikes in downtown streets by 2030. Cars will not be subject to this blanket ban, according to the plan. Looking at its constantly jammed streets, traffic is obviously one of the biggest problems in Saigon, which is putting its people in choking air. A government report released last month showed that air pollution in Saigon is breaching acceptable levels. Surveys of pollution in the city between 2012 and 2016 found the concentration of particulate matter 2.5 (PM2.5), a fraction of the width of a human hair which is released by vehicles, industry and natural sources like dust, exceeded safe levels 20 percent of the time. PM2.5 can get into the lungs and cause a number of diseases, including lung cancer.
