SINGAPORE — At least three complaints were lodged over three months about a lift at a block of public housing flats in Pasir Ris, before a 77-year-old man died while using that same lift.

This was revealed in court on Thursday by the investigation officer for the accident, at the start of a coroner’s inquiry into the death of Lim Hang Chiang.

In May last year, Lim fell backwards and hit his head on the floor while reversing his mobility scooter out of the misaligned lift car, which had stopped about 15cm above ground level. He went into a coma and died the next day in hospital.

The complaints about the lift made by residents of Block 247, Pasir Ris Street 21, surfaced after the wire ropes of the lift were replaced the year before, the court heard.

Inspector Justin Ng, the investigation officer for the case, said that the first complaint about “jerky rides” was reported on Jan 20 last year. Fujitec, the lift contractor, found it to be “functioning normally, with no jerky issues”, Insp Ng said. The complaint was then classified as a “false call”.

The next month, the Essential Maintenance Service Unit (EMSU) of the Pasir Ris-Punggol Town Council was notified that the lift did not align properly when at the ground level. Fujitec technicians noticed that there was “poor activation of the car door”, and some of the “door panel rubber stripes” were protruding, Insp Ng said. The problem was fixed.

On March 20, a third complaint came in about the misaligned lift car.

Mr Derek Kang, counsel for Lim’s family, contended that there were more complaints than that, but State Counsel Jane Lim said that an investigator with the Building and Construction Authority (BCA) would be better placed later on to tell the court about the issue.

Insp Ng said that based on investigations, Fujitec “only responds to complaints and feedback”, and carries out monthly lift maintenance.

Separately, there is a lift maintenance unit from the town council also involved in joint inspections, which conducts random checks on the estate’s lifts. Apart from these, the BCA also sends third-party engineers to do mandated checks.

But family still must sue in court.
Doubt the court will punish town council seriously la. So family end up disappointed n unhappy

If spore is truly a place for sporeans n future generations, such lawsuits not necessary.

If I'm in charge, ill determine what went wrong.
If it's fucked up lifts or maintenance, then apologize n compensate family fairly n ensure wont happen again. Those in the wrong will b punished.

SINGAPORE — A 10-year-old girl needed five stitches on her foot after parts of the ceiling of a lift she was in at Sengkang East Way collapsed, in the latest of a series of lift accidents to hit Housing and Development Board (HDB) blocks.

The lift at Block 325A is now under repair until next Monday evening (June 12), said a notice pasted on its door.


Following the incident, the girl, Chung Yan Ting, was sent to the KK Women’s and Children’s Hospital. In an interview after her discharge Wednesday evening, Yan Ting said she is now afraid to take the lift.

Her father, polytechnic lecturer Chung Koh Choon, 43, told TODAY that the family was on their way home after lunch, and had entered the lift on the fourth floor of the block, which is linked to the multi-storey carpark.

Mr Chung said his wife had entered the lift first and noticed a long metal rod on the floor. “I was thinking it doesn’t look like something from a household,” he said. But before he could peer up at the ceiling, half of the light cover, made of plastic and metal, fell and hit his daughter.

“She ran out of the lift shouting ‘Ah, my head got blood’,” said Mr Chung.

Yan Ting had initially thought the blood on her foot had dripped from her head.

Yan Ting’s five-year-old brother, who was standing further away from the lift door, was unharmed. Her mother, Madam Saw Soh Peng, suffered a small cut on her right arm.

SINGAPORE — Investigations into a lift accident, where a ceiling panel fell on a 10-year-old girl’s foot, revealed that the plastic board might not have been secured properly.

The Building and Construction Authority (BCA) said in a statement on Thursday night (June 8) that “the ceiling parts were improperly secured to their support frame”, and it has issued a notice to suspend the operation of the lift.

On Wednesday at around 1pm, Chung Yan Ting was in the lift with her family at Block 325A, Sengkang East Way, when the plastic panel collapsed and hit her.

She was sent to KK Women’s and Children’s Hospital and needed five stitches on her foot.

The Ang Mo Kio Town Council, which is responsible for the upkeep of the estate, told TODAY: “For the safety of residents, Lift B will be shut for maintenance and (operations will) resume only after it has been certified to be in safe working condition by BCA for daily use.”

BCA has ordered the lift contractor to assess and recommend repairs, and inspect the lift after the repairs.

It added: “Our engineers also inspected the other lifts in the same block, as well as four other lifts with similar design in the vicinity. We have reminded the lift owner to ensure that the parts in other lifts of similar design are properly secured.”

The lift contractor maintaining the LG elevators for the block is Sigma Elevator, a beleaguered company that has been banned from taking part in tenders for lift maintenance works since October 2015, because its newer lifts broke down more often than usual.

Responding to the latest incident, a Sigma Singapore representative said: “Our thoughts are with the injured girl ... We are working with the town council to gather more information as quickly as possible.”

Polytechnic lecturer Chung Koh Choon, 43, told TODAY that he would not pursue the matter further as the town council would be following up with an insurance company to reimburse his daughter’s medical costs, which came to about S$200.

Second lift incident at Sengkang East Way block traps elderly man for 40 minutes

SINGAPORE — Two days after the ceiling panel of a lift at Block 325A Sengkang East Way fell and hurt a girl, the other lift at the block broke down on Friday afternoon (June 9). The breakdown trapped a 70-year-old man inside the lift for 40 minutes, and left residents in the block with no lift access during this period.

The first lift with the faulty ceiling remains under repair till Monday (June 12).

Retiree Lee Keng Duan, who was trapped in the lift on Friday, said: “This lift has been always breaking down. I’m not so scared for myself, but I worry that my granddaughter could get trapped one day.”

He could not call anyone as his mobile phone had no reception, but one of his neighbours, Mr Sanjay Panday, happened to pass by at 4.40pm, and alerted the Ang Mo Kio Town Council (AMKTC).

“I heard the alarm, and saw that this old man was stuck in the lift, which had stopped between the first and second floor. This is very worrying, it is the school holidays, and imagine that there are kids who might be stuck in the lift if they happen to be inside,”said the 40-year-old workplace safety and health officer.

Mr Panday, who has lived at Block 325A since 2007, added that lift breakdowns in the block have been increasingly regular, echoing the views of several other residents interviewed by TODAY.

Homemaker Madam Lim B.C, 60, said that the open-door button for the lift that broke down on Friday does not work properly, and its door once closed abruptly, giving her a bruise on the arm.

Singapore's building regulator said last night that it takes "a serious view on safety", following four lift breakdowns that took place in HDB blocks over two days this week.

The Building and Construction Authority (BCA) reminded lift owners and contractors last night that they are responsible for the required maintenance of their lifts.

It said in a statement that it has stepped up its lift audit inspections after the rules for the upkeep of lifts were tightened last July, following a series of breakdowns, one of which led to the death of a 77-year-old man who was on a mobility scooter.

The new rules "include requiring registered lift contractors to maintain lifts in accordance with specific maintenance requirements tied to key outcomes'', said its statement.

At the same time, BCA has taken enforcement action against lift contractors for failing to comply with specific maintenance requirements for lift buffers and door alignment, it added.

The reminder of the new rules follows the doors of three lifts getting stuck this week and the ceiling of a lift falling on a 10-year-old girl, hitting her forehead and injuring her foot.


It happened around 1pm on Wednesday.

Yesterday, two days later, a second lift in the same HDB block in Sengkang broke down for about 40 minutes, trapping a 70-year-old man inside.

On the day of the ceiling incident, a lift in an HDB block in Jalan Membina broke down at about 9 pm.

Bank manager Lim Eng Joo had taken the lift to fetch his son home from his enrichment lessons on the fourth floor.

Recounting the incident to The Straits Times, Mr Lim, 42, said he was trapped inside with six others, including two young children.

The lights and ventilation went out, plunging them into total darkness.

The lift alarm did not work and he could not use his mobile phone to call for help as there was no signal.

With help from fellow passengers, he managed to open the doors slightly, allowing him to dial the emergency number but no one responded, he added.

The power came on around 15 minutes later and the lift moved, allowing them to get out.

In the first incident on Monday, three residents were trapped in a Geylang Bahru HDB lift for 30 minutes when its doors refused to open on reaching the ground floor. It was forced open.

In all three cases, the town councils of Tanjong Pagar, Jalan Besar and Ang Mo Kio told The Straits Times personnel were sent to check the affected lifts.

Lift experts contacted yesterday said residents need not be overly anxious about the latest incidents. Mechanical and electrical consultant Lum Chong Chuen, 72, said it takes time and properly trained manpower to implement the new regulations effectively.

But he gave the assurance that most lifts in Singapore are maintained by competent staff, and safe to use.

Lift and escalator engineer Kok Peng Koon, 81, said there are more than 60,000 lifts in Singapore and the breakdowns make up just a tiny fraction. "Compared with road accidents, this is not a significant figure," he added.
