Well....IMHO both reports could very well and easily be correct and is what actually happened.
Alcohol, ladies present, smugness arising from the knowledge that one is supposedly not doing anything wrong and how some guys become instant heroes in ChangPing from the zeroes that they are in real life; combine all or even parts of this, it is quite easy for me to imagine that the first group reported had become abusive to the officials and got the treatment described. Note the words "... They ignored protests and threats of contacting the embassy ....." Protests? Threats? What just because they flash their passports, they expect serious officials to start bowing to them....?!
The second group most probably acted the way that is only to be expected in the face of officialdom - in China or anywhere in the world - and had of course been treated accordingly. And I've speculated in the past that I think this yanda also aims to rehabilitate China's international standing and to rid itself from the quite rapidly developing reputation as a sex destination.

A senior Party leader from Guangdong province vowed on Wednesday to take tougher action against prostitution and crimes linked to the sex trade as the southern economic powerhouse continues its three-month crackdown on prostitution.
"We will continue our investigation into the prostitution industry and strengthen our efforts to tackle the problem," said Hu Chunhua, Party chief of Guangdong. Hu made the remarks at a panel discussion during the annual session of the National People's Congress, which convened in Beijing on Wednesday.
The sweeping crackdown came a day after a China Central Television report on Feb 9 exposed rampant prostitution in massage parlours and hotels in Dongguan, about 100 km from Hong Kong.
As of Feb 28, more than 3,100 entertainment venues across the province have been shut down for their alleged involvement in prostitution. Among the shuttered venues, 2,147 are located in Dongguan, a city known for its large manufacturing and trade sectors but also for its underground casino resorts, bathhouses, massage parlours and backstreet brothels.
"We had already planned a move to crack down on prostitution this year - like the way we fought against drugs last year. The CCTV reports of Dongguan's rampant sex trade forced us to launch the campaign earlier," Hu said.
Hu said police have made 363 arrests across the province and are investigating 30 officials in Dongguan.
"The government was partly responsible for the development of the sex trade in Dongguan so we introduced an accountability system to punish officials who provided protection to illegal sex activities," Hu said.
Yan Xiaokang, Dongguan's deputy mayor and police chief, has been sacked and several police officers in city townships have been punished, Hu said. "Offenders, including organizers, operators and those who gained from the sex trade, will be particularly targeted in the crackdown," Hu added.
Yuan Baocheng, mayor of Dongguan, declined to say on Monday how the crackdown would affect the city's economy. At last year's NPC session, Yuan said the city would not rely on the sex trade, gambling and drugs for its economic growth.
"I have to say that some social problems, such as underground prostitution, the drug trade and gambling, have emerged in Dongguan along with other cities in Guangdong, following decades of rapid economic development," he said.
Media reports have estimated that the sex industry has contributed about one-tenth of the city's revenue.
Dongguan's economy grew by 9.8 per cent year-on-year to 550 billion yuan (S$114 billion) in 2013.
Media reports have also estimated that at least 300,000 people work in the sex industry in Dongguan. China Daily could not confirm the number.
"But we will never rely on such negative factors to drive economic development," Yuan said.

I got this news from a friend and I think I should share it to warn fellow bros here.
Not a vivid poster so I will be short and sharp:
My friends were at the family ktv (Star Party) with a few regular MMs. A few GongAn came in after about half an hour with no warning. The attitude was quite aggressive surprisingly. They ordered the MMs out and demanded IDs from my friends. Despite showing them their Singapore passports, they actually confiscated them and told my friends to sit and wait for the police cars as they will be arrested.
They ignored protests and threats of contacting the embassy and started taking out the plastic handcuffs. After cuffing my friends, they left the room and about 5 mins later, some guy who worked for the ktv came in and told my friends that the GongAn can let them go for 10000 rmb. In the end, they bargained till 5000 rmb and was let off.
My friends left the ktv and later their MMs told them they were also told to pay 500rmb to be let off.
Now they suspect this family ktv is a black shop and will alert the GongAn if foreigners come in with MMs and exhort money from them.
So bros be careful and avoid this ktv, now they have exhortion...
I have heard about similar extortion case which was encountered by my friend's friend and his girlfriend (Not too sure if it is true and pls don't zap me for this. I am just sharing what I heard.) in Huihua Hotel of which 2 policeman went knocking on his hotel door, went through all the verification questions, and demanded for 4000RMB should the couple want to be left alone or otherwise, the police will bring them back to the police station for further questioning. Not wanting to create a issue out of this, 4000RMB was given.
I guess every foreign visitor (Hongkongers inclusive) that goes CP for recreational purposes wants as little trouble as possible. Most important thing to the visitors is enjoyment. The police and the 'police' knows about this and it gives them the opportunity to make some quick money out of this.
I think things like this happens everyday in China in one way or another. If you have to go to HK/SZ/GZ because you can't change your air ticket (just like myself), it doesn't mean that you have to go to CP. Just make additional efforts to contact your previous bonks and arrange to meet them in SZ or GZ. If you don't have any contacts for previous bonks, you can try contacting the mummies or agents. Of course, I wouldn't contact an agent who is too high profile here. God knows, if the agent gets caught, I might be implicated as well. Remember, having an air ticket to HK/SZ/GZ DOES NOT mean that you have to party and stay in CP!

Desperate times call for desperate measures!! I also got a trip planned for end March.. now wondering what to do for 4n/5day trip??? Landing in SZ, but planned for CA/CP outings.
Need some new ideas for itinerary! Maybe hibernate at real hot spring spa..
According to MF management, they plan to reopen late March/early April.
At least now got family KTV / PZL open in CP, just call agent book MM and go have regular fun lo.... family KTV expenditure much cheaper anyway... RMB380 get snacks + 24 beers.
Besides KTV, can also go gokarts etc etc.... but if you decide to visit hot spring, try to choose an authentic one, a lot in hui zhou called hot springs but all artificial, quite boring.
Looking at the interview of this Senior Guangdong official two days ago at Beijing. Its not just DG that there is no way will able to return to the pass glory. The whole of Guangdong will be subject to major vice clampdowns .
