Little India Riot: Former Supreme Court judge and police chief appointed into COI

SINGAPORE - A former judge of the Supreme Court has been appointed by Deputy Prime Minister and Minister for Home Affairs Teo Chee Hean to chair the Committee of Inquiry (COI) looking into the Little India Riot that occurred on Dec 8.

Former Supreme Court judge Mr G Pannir Selvam will head the COI, and will be joined by former Commissioner of Police Mr Tee Tua Ba, former President of the Singapore National Trades Union Congress Mr John De Payva and Chairman of West Coast Citizens' Consultative Committee Mr Andrew Chua Thiam Chwee have been appointed into the COI.

Mr Selvam, who is currently an arbitrator in international arbitration cases, was previously appointed by the Secretariat of the Commonwealth in 2012 to co-chair the Commission of National Inquiry looking into the resignation of the President of the Maldives.

In a statement released by the Ministry of Home Affairs to the media on Friday, the COI will establish the factors and circumstances that led to the riot, as well as the subsequent response by the various government agencies.

The COI will also consider whether current measures are adequate to manage such incidents in areas where there are high foreign workers.

Commenting on the COI appointments, DPM Teo said that the members are "experienced with the law, understand security requirements, and are familiar with workers' issues as well as managing relations between the community and workers."

"This will allow the Committee to study the issue thoroughly, come to a fair and objective assessment, and submit their recommendations thereafter," he added.

The COI will submit their report to DPM Teo within six months.
