How do Shanghai Clubs work? (e.g. M2)

I've been in M2(HongKong Plaza) and a few other clubs,
can see that especially in M2 every table has a bunch of hot FLs or locals, how does the club work in that sense?

Like are they hookers, locals, GROs or? and how do I get them?
