MOH said the Government has “gradually increased” the number of entry approvals given to these pass holders, “especially those with deep roots to Singapore or have exigent circumstances”.

SINGAPORE: "Fast lane" travellers returning to Singapore may appeal for swab tests in place of the mandated 14-day stay-home notice (SHN) they would have to serve when they are back in the country, said Trade and Industry Minister Chan Chun Sing on Monday (Jun 15).

A "fast lane" arrangement was set up by Singapore and China to facilitate essential travel between the two countries for business and official purposes.

"While many have welcomed the establishment of the Singapore-China fast lane arrangements, some have asked if it is possible to have alternate arrangements to the 14-day SHN," said Mr Chan in a Facebook post.

"On a case-by-case basis, the Ministry of Trade and Industry (MTI) is prepared to consider appeals for swab test arrangements in place of the 14-day SHN for returning fast lane users."

Appeals can be made via email to MTI, he added.

CNA has reached out to MTI to ask about the criteria under which such exceptions may be made.

The "fast lane" arrangement was launched on Jun 8, and involves Singapore and six Chinese provinces or municipalities: Shanghai, Tianjin, Chongqing, Guangdong, Jiangsu and Zhejiang.

Approved travellers must take a COVID-19 swab test within 48 hours before departure as well as upon arrival, after which they need not be quarantined, but must remain isolated for one to two days while waiting for COVID-19 test results.

Travellers must also stick to a controlled itinerary that is supervised by the host company or government agency for the first 14 days.

Singapore citizens, permanent residents and long-term pass holders returning to Singapore from China will be issued with a 14-day stay-home notice.

What health measures will I be subject to upon returning to Singapore after my fast lane travel?
From 17 June 2020, 2359 hours, all returnees to Singapore from China will be issued a 14-day Stay-Home Notice (SHN) upon entry into Singapore.* They will also be required to undergo a COVID-19 PCR test before the end of their SHN.

Returnees who are Singapore Citizens or Permanent Residents may serve their 14-day SHN at their place of residence. Returnees who are Long-Term Pass holders may serve their 14-day SHN at a place of residence that they or their family members own or are sole tenants of; or in suitable accommodations such as a hotel, at their own cost.

All persons under SHN must remain in their place of residence at all times. They will be subject to close monitoring of their whereabouts, through electronic monitoring as well as physical spot-checks. Strict enforcement action will be taken against those who breach the requirements of the SHN.

Travellers returning to Singapore from China after their fast lane travel may submit an appeal for COVID-19 PCR test arrangements in place of the SHN to [email protected]. Each appeal will be considered on a case-by-case basis and should be submitted at least five working days before the traveller’s intended date of return to Singapore.

* For a start, all travellers entering Singapore from 17 June 2020, 2359 hours, and who had remained in Australia, Brunei Darussalam, Hong Kong, Japan, Macao, Mainland China, New Zealand, Republic of Korea, Taiwan and Vietnam in the last consecutive 14 days prior to their entry, will no longer have to serve their SHN at dedicated SHN facilities.


The fast lane traveller returning to singapore is still required to serve 14 days stay home notice 😉. The singapore Police and ica is increasing their checks on those under 14 days shn.seems a jail term is given for any breaches of the SHN. Including the American DHL pilot who breach his SHN in Singapore 😉

A two-person WHO advance team has been in China for a week preparing for the visit of the larger team. I am surprised also, the ladies told me this place is safe cos owned by military.

Visited the spa at level 6 of the mentioned hotel recently. It is considered high end type. Massage is RMB 980 / 80 minutes. Was quoted RMB 1960 for HJ, it could be negotiated to RMB 980. ML is in her 20s and pretty/cute, claimed they do not provide full service. Would suggest not to go to this spa unless you are feeling rich.
