The rates quoted are inclusive of the special services. Tipping I guess is up to personal preference or if you feel you've been serviced well. Sometimes tipping a bit will leave a stronger impression then your next visit might have even better experience.
As for condo safe or not, I'm not sure. But if the guard keep seeing people going into the same unit, they might feel suspicious and check up on it. So personally, I don't feel safe.
