Speaker of Parliament and Member of Parliament Michael Palmer has resigned from both posts due to an "improper relationship" with a People's Association (PA) staff member in his constituency.

Punggol East MP Palmer said he was resigning to avoid "further embarrassment" and he took "full responsibility" for the "grave mistake".

"I am deeply sorry, and apologise unreservedly to consituents and family," he said during a hastily arranged press conference for selected media only at the PAP's Bedok headquarters on Wednesday afternoon.

"While the individual did not work with me directly, Punggol East used to be part of the Pasir Ris-Punggol GRC and continues to work with it," said Palmer, reported Today newspaper.

The staff member, who was working in the Pasir Ris Punggol GRC, has also reportedly resigned.

In a note to editors, the PA said in response to media enquiries on the Palmer incident that "Ms Laura Ong, constituency director of Pasir Ris West Constituency Office tendered her resignation on 10 Dec 12, citing family commitments." PA said it accepted the resignation.

However, when contacted by Yahoo! Singapore, several of Ong's colleagues at Pasir Ris Elias Community Club were not aware that she had resigned. Two said she was currently on leave but expected her to be coming back to work after her leave.

Palmer, a former St Andrews alumni, was elected as the MP for Punggol after defeating candidates from the Workers' Party and the Singapore Democratic Alliance during the 2011 May general election.

The 44-year-old lawyer, who is married with one child, did not take a question from a reporter on how this would affect his marriage and his wife's reaction, according to a tweet from @TODAYonline.

Deputy Prime Minister Teo Chee Hean, who appeared alongside Palmer at the press conference, said the party first found out about the matter on Saturday and that Palmer offered to resign on the same evening.

DPM Teo, also the PAP's first assistant secretary-general, apologised to residents of Punggol East and said, "We will put things right and continue to look after you."

Teo Ser Luck will take over Palmer's MP role in the constituency, while Charles Chong will take over the role of Acting Speaker of Parliament.

Palmer's resignation comes on the back of a series of high-profile sex scandals involving politicians and top civil servants in the past year.

Former Workers' Party MP Yaw Shin Leong, who was elected to Hougang SMC in last year's election, was expelled from the party in February over allegations of marital infidelity.

Former Central Narcotics Bureau chief Ng Boon Gay and former Singapore civil defence chief Peter Lim are also facing jail time over sex-related corruption charges.

Palmer's resignation from the PAP also raises the prospect of another by-election in the single-member constituency of Punggol East.

The woman concerned in the Michael Palmer scandal has resigned from her post as constituency director, the People's Association said on Wednesday.

In a note to editors, the PA said, "Ms Laura Ong, constituency director of Pasir Ris West Constituency Office tendered her resignation on 10 Dec 12, citing family commitments." PA said it accepted the resignation.

MP for Punggol East SMC, Michael Palmer, who is also the Speaker of Singapore Parliament, announced his resignation today over "grave mistake" of improper conduct.

At a press conference today (12-12-12), Mr Palmer said he had an improper relationship with a staff member of the People's Association. The lady, who was working in the Pasir Ris Punggol GRC, has also resigned.

Mr Palmer said, "I have resigned to take full responsibility for a grave mistake that I have committed. I had a relationship with a member of the People's Association staff working in Pasir Ris-Punggol GRC. While the individual did not work with me directly, Punggol East used to be part of the Pasir Ris-Punggol GRC and continues to work with it. My conduct was improper and it was a serious error of judgement. I have resigned in order to avoid further embarrassment to the People's Action Party (PAP) and to Parliament."

Minister of State and Mayor Teo Ser Luck will oversee the Punggol East constituency and MP for Pasir Ris-Punggol GRC Mr Zainal Sapari will be the new chairman of the town council, taking over Palmer. Deputy Speaker of Parliament Mr Charles Chong will serve as Acting Speaker.

In fact, TR Emeritus (TRE) has also received news of Palmer's indiscretions last week but we weren't able to confirm the news until today when Palmer announced his resignation.

The informer told TRE that Palmer and the PA staff checked into a Jalan Besar hotel last week during lunch time.

The recent investigations and arrests in the civil service has left Prime Minister Lee Hsien Loong fuming mad, an insider with knowledge of the situation disclosed.

“He’s pissed, that’s for sure, and you can expect to see him crack the whip to ensure ministers don’t end up getting caught in a compromised position,” says our source.

The Prime Minister has tabled a raft of other measures for consideration. The most controversial one: Offer sexual favors for Ministers as part of their compensation package, to ensure they don’t seek illicit sexual pleasure.

Singapore has been hit by a recent spate of high profile investigations and arrests of senior government servants for corruption, the most recent being Lim Cheng Hoe, Chief of Protocol at the Ministry of Foreign Affairs.

Earlier this month, another two senior civil servants, Peter Lim and Ng Boon Gay, were charged for performing sexual gymnastics with women seeking favorable government contracts.

In a private discussion among the ruling cabal, PM Lee was said to have floated the sexual favors as political perk idea to the Ministers, who reacted to the plan with “cautious optimism” and “under-table high-fives”.

“The thought was, let’s bring in the most talented foreign prostitutes from around the world to service our hardworking Ministers. I actually like the plan; it goes to show how innovative our top politcal minds can be,” says the insider.

Singaporeans we spoke to, however, were upset when they heard about it.

“Outrageous! Cheap, ugly, and foreign prostitutes have been stealing jobs from locals at Geylang and Desker Road. Now they want to compete with high-class sex workers too?” says Rose Tan, a Philosophy undergraduate that moonlights as a top-flight sex worker by night.

Local celebrities are apparently displeased with the Prime Minister’s suggestion to favor foreign contractors.

“When we heard that Zhang Ziyi has been servicing top Chinese officials, we were excited. The money is good, and we want in. Local celebrities are underpaid and unappreciated anyway,” says a Channel 8 female starlet, who is known to hook up with Facebook co-founder Eduardo Saverin.

Even certain members of the opposition parties are unhappy. Their chief concern: The decision to limit sexual playtime to Ministers is biased towards the PAP, since the ruling party gets to pick the Ministers from within their ranks.

“Once in a while, we get a Yaw Shin Leong,” says an unnamed Worker’s Party member, “if we don’t give sexual favors to MPs to relieve stress, how are they supposed to keep their willies in their pants?”

Former People’s Action Party (PAP) Member of Parliament (MP) Michael Palmer has resigned from his Member of Parliament seat, plunging Punggol East residents into uncertainty of whether they could find a better looking candidate to lead the constituency.

The resignation came as a shock to most Punggol East residents, who collectively experienced a sickening mindfuck as they struggled to string the phrases “PAP MP” and “horny bastard” in a single chain of thought.

The news was announced at a party press conference today, five days after the handsome Eurasian submitted his resignation last Saturday (8 Dec), when he had admitted to having an affair with a member of the People’s Association staff.

At the press conference, Mr Palmer, who was also the Speaker of Parliament, said that he had resigned to take full responsibility for the “serious error of judgment” and to “avoid further embarrassment to the PAP”.

Mr Teo Chee Hean, who flanked his beleaguered ex-party member, apologised to residents of Punggol East on behalf of the PAP. “I am very sorry that we have let the residents of Punggol East down”, Teo said.

Online critics have already started blasting Mr Michael’s resignation,

“I find that utterly irresponsible and arrogant that Palmer was taking the voters for granted,” said a regular at Palmer’s Meet-the-People’s sessions, Mr Zho Bo Lan. “His sexual performance has everything to do with his work performance. No wonder our national fertility rate so low lah, Palmer should have admitted he was campaigning for the polygamous constituency.”

“Now that he’s gone, who will fight for the men who want mistresses?” said Zho.

Minutes after the press conference was held yesterday afternoon, Prime Minister Lee Hsien Loong posted on his Facebook page that “both the PAP and Mr Palmer have let down all those who voted for him.” He also admitted that up till now, the PAP had not given Singaporeans a full account of what had happened.

While the law states that a by-election must be held when an MP has vacated his seat, it does not spell out a time frame within which the PM must call the by-election.

“We’re struggling to find a candidate as handsome as Mr Palmer,” said a source from the Worker’s Party. “But honestly, even Chen Show Mao is not naturally good looking. He depends heavily on his windswept salt n peppa hair to wow the ladies. Palmer was in a class of his own.”

Mr Teo Ser Luck will oversee Mr Palmer’s Punggol East constituency while Mr Charles Chong will take on the Speaker’s responsibilities until a new PAP MP is found.

“Definitely thinking of contesting in #punggoleast #byelections. Doubt there is any other #PAP member more handsome than me,” tweeted PAP’s online activist and stoned-faced actor, Tay Ping Hui.
