I think it is there to prevent crime, as long as you standing there, nothing wrong ,.. even if negotiating, I think they also dont care ... more like robbery, pickpocket etc

I think the cams are there to collect evidence, but what the police do with the evidence, its their choice. This is typical of their ways. Standing on the street is no crime, but soliciting for sex is. Deterence wise, it will work both ways on the pros and clients.
But then, since the police is not ostensibly linking the evidence on the cams to the reason why the pros were caught, bros here need to be careful. You need to be careful because if they dun want you to take the cams seriously, that means they are taking their work very seriously. And their work involves catching you in action if you're seen chatting up a pro on the street and bringing her to the hotel.
