Ho Chi Minh City mulls downtown road toll

Drivers of cars might have to pay a fee to be able to enter downtown Ho Chi Minh City in the near future, according to a new plan aimed at alleviating traffic jams.

The municipal Department of Transport is working with the Ho Chi Minh City-based Innovative Technology Development Corporation (iTD) to finalize procedures to initiate the scheme.

According to Ngo Hai Duong, head of the Road Infrastructure Management and Exploitation Division under the transport department, certain aspects of the plan are under consideration, including the parameters of the downtown area, the toll amount during specific hours and any capital investment needed, among others.

The project will be executed under a PPP (public-private partnership) contract.

PPP involves a deal between a public sector authority and a private party, in which the private party provides a public service for the project and assumes substantial financial, technical and operational risk.

Prior to the implementation, relevant authorities will collect feedback from local residents and experts, Duong added.

The primary purpose of the proposal is to reduce traffic congestion in the city’s center, thus tolls would only be applied at rush hour, the official continued.

The charges will be between VND40,000 (US$1.76) and VND60,000 ($2.64), depending on the type of vehicle, one leader of the iTD said, adding that tolls would not be applied to buses and public service vehicles.

Drivers are required to pay the fee only when entering the downtown area, he said.

Electric boards will be installed around the city center to inform local residents.

Toll booths will not be used to collect the fee, the company leader elaborated, stating that charges will be deducted from the bank accounts of drivers or owners of vehicles via an automatic device installed on the vehicles.

iTD will be in charge of providing the necessary technology for the scheme as its management is under the authority of the state.
The proposition was first brought up for discussion in 2012, but was largely discouraged.

In response to the proposal, Tuoi Tre (Youth) newspaper has conducted a small survey on local people’s opinions.

While some residents expressed support for the plan, others worried it might not be viable without careful consideration and thorough execution.

According to My Xuan, director of a local media company, the toll could be a significant penalty for some in comparison to people of the upper class.

Meanwhile, Tran Van Hi, a cab driver, said that the plan would reduce the number of passenger taxis in the downtown area.

Saigon-Hanoi ranks 7th among world's busiest air routes

The country’s aviation market is growing at the third fastest pace in Asia-Pacific as air travel has become more affordable.
About 4.1 million passengers are estimated to fly from Ho Chi Minh City to Hanoi this year, putting the route among the world's most busiest, according to the U.K.-based air travel company OAG.

Latest data from the company showed that the northbound route came in at the seventh place in the list of global busiest air routes, up five spots from a year ago.

The route accounts for about 35 percent of the country’s air traffic, with up to 700 daily flights carrying passengers.

Huge numbers of passengers traveling between the two largest cities have also strained Tan Son Nhat airport in Ho Chi Minh City.

Lai Xuan Thanh, director of the Civil Aviation Administration of Vietnam, said that there were times dozens of flights had to fly around, waiting for 15-60 minutes before they could land.

The airport is expected to handle 31 million passengers this year, far beyond its maximum capacity of 25 million.

Thanh said that the situation is likely to worsen in the next four years as domestic carriers plan to expand to meet the local travel boom.

National flag carrier Vietnam Airlines, low-cost Jetstar Pacific and VietJet Air, and newly-founded Vietstar had raised the total number of airplanes to 141 by the end of the third quarter, up 50 percent against five years ago.

They are planning to expand their fleets to a combined 263 aircraft by 2020. Vietstar has not been licensed to fly.

To handle the problem of overcrowded airports, authorities are considering increasing the number of night flights and putting a cap on the number of new planes local airlines can buy.

Vietnam’s aviation market is growing at the third fastest pace in the Asia-Pacific region, according to the aviation administration.

It is estimated that the number of passengers, including international ones, in 2016 will jump by 29 percent to hit about 52.2 million.

No fireworks for upcoming Lunar New Year, Vietnam Party says

Expect no pyrotechnic shows in Vietnam in the upcoming Lunar New Year because the Party has banned all localities from organizing such shows.

The Secretariat of the Communist Party of Vietnam has released a directive that requires all provinces and cities not to hold fireworks displays to celebrate Tet, or the Lunar New Year.

Tet falls on January 28 but celebrations often start one week before that and linger for another week after the date.

Provinces and cities in Vietnam normally organize 15-to-30-minute pyrotechnic shows on Lunar New Year’s Eve, using funds from either the state budget or the private sector.

The Secretariat is the highest implementation body of the Communist Party of Vietnam.

The directive also requests that the funds earmarked for fireworks shows be used to support the poor during Tet.

It requires that government agencies and officials be thrifty and not waste public funds during the Tet festivities.

Subordinates are completely prohibited from giving gifts in any form to their superiors during Tet, the Secretariat underlined in the fiat.

Those using state budgets, vehicles, and assets against the law during Tet will be harshly punished, the directive says.

This fiat follows an announcement earlier this month by Ho Chi Minh City authorities that fireworks displays would be organized to celebrate New Year and Tet.

According to their plan, a high-range pyrotechnic would be held in the area of the Thu Thiem Tunnel in District 2 and a low-range one would be staged at Dam Sen Cultural Park in District 11 in celebration of New Year.

Fireworks would blast at seven locations in the city to celebrate the Lunar New Year, including one high-range performance like that of New Year, and six low-range displays at National Cultural and Historical Park in District 9, Dam Sen Cultural Park, Cu Chi Tunnels in Cu Chi District, Lang Le-Bau Co Historical Relic Site in Binh Chanh District, Rung Sac Square in Can Gio District, and Nga Ba Giong Memorial to Heroic Martyrs in Hoc Mon District.

All the fireworks shows for Tet will thus be canceled in accordance with the Secretariat’s directive. But it is not clear if the fiat applies to the pyrotechnic displays to celebrate New Year (January 1).

Following twists and turns, Vietnam may lift casino ban on locals after all

Regulations are being drafted to allow Vietnamese citizens to enter two new casinos first on a trial basis.

Vietnam is considering allowing locals to enter casinos soon, ending a ban that has been at the center of a protracted legal back and forth, according to media reports.

The government is working on a draft decree specifying requirements for citizens if they wish to gamble in a local casino, Prime Minister Nguyen Xuan Phuc said at a meeting on Thursday.

Phuc also reaffirmed that the Communist Party's decision-making Politburo has already given permission for Vietnamese people to first enter two casinos, one in the Van Don Special Economic Zone in the norrthen province of Quang Ninh Province and the other in the southern resort island Phu Quoc.

Both casinos are under construction, with no scheduled opening date at the moment. They are expected to test the admittance of local players for three years, but now specific timeframe has not been announced.

News of the government finally moving forward with gambling regulations for locals will certainly revive hopes for both locals and investors, analysts say.

In an unexpected twist, the Ministry of Finance in September said that locals should not be allowed to enter casinos, even though the country’s top leadership had already given the green light to lift the ban several years ago.

International casino developers, for whom Asia has become a global gaming engine following the stagnation in the U.S., have been circling Vietnam for some time now. With a population of nearly 92 million, analysts said that by lifting the ban on locals gambling, Vietnam could reignite interest in investors who had previously pulled out of casino projects due to tough entry barriers.

A study by Augustine Ha Ton Vinh, an academic who has researched Vietnam's gaming industry extensively, showed the country is hemorrhaging as much as $800 million a year in tax revenue from gamblers who cross the border to Cambodia. Vietnamese authorities have endorsed this study.

Under the current law, foreign investors seeking to operate a casino in Vietnam have to build large-scale integrated resorts with malls, restaurants, entertainment facilities and luxury hotels. They also need to invest at least $4 billion and have 10 years of experience in the casino business.
