HCM will always win hands down for cheonging activities as there are more liberal as compared to Hanoi so more joints available unless you prefer more touristy activities than Hanoi would be much better but need to travel quite far out from the city for those scenic spots

If you are hiring full-time escorts than actually to me it doesnt really matters if it is where as they will be following you for the whole trip right?
