No, I did not actually change my date. Its just that the situation might postpone my original schedule. I'll be sure only in the next two days. Anyway if it all goes according to the new timing, I'll reach Manila on 31/8 at about 1.30pm and will head straight for Balibago. After two boozing and whoring nites, I'll then head back to the capital in the wee hours of Mon morning; just after the last bars closed. Mon to Thur will be business matters and I'll then return to sextown on Fri evening (6/9) at around 5pm. Again, on Sun 8/9, before daybreak, I'll hop on to Manila for a noon flight home. You can let me have your contact in Manila and I'll contact you on around the 3rd or 4th.

In the case of Balibago, does one just walk into the hotel to book a room or can one get better rates going though a travel agent, or internet?

I'm the self-proclaimed Balibago "expert", not the entire Philippines.
Anyway, to answer your questions, a good, affordable and conveniently located hotel would be the Kabayan. Posted price incl. breakfast is a tad below P1800 but discounts are available and you should end up paying less than P1200 (appros. S$40/-).
The place is quite new and therefore by extension clean and comfortable. The staff are polite and helpful as well. Getting around is extremely convenient as its situated near both the MRT (Taft terminal station) and LRT (EDSA station) in Pasay city. The hotel is on the EDSA, just beside the Metro Point shopping centre at the junction of Taft Avenue and EDSA. Taxis to the airport from here costs only P70. The surroundings might seem a bit intimidating to the faint hearted but its absolutely safe (except for the occassional pickpocket....but then there are picpockets elsewhere as well). Its one of my fav place as its also only a ten minute stroll from the EIEC. I would always walk back (usually alone) after a nite's boozing till closing time at 3am. But don't follow in my footsteps unless you are worldy-wise. Not everybody can be nonchanlant in the midst of the rift-rafts of society. And if you are up to it, you can stay at one of the many "love motels" opposite the EIEC. Prices for full-day stay averaged P800 only, with shortime rates of around P160 (1 hr) and P400 (3 hrs).

Balibago hotels are a dump compared to those in the big cities. There are somewhat better ones (eg Oasis) a few kilometres from the centre of the action but if all you need is a place to bunk and bonk; in the thick of the action, then the best in the area (ie the CBD - central bar district not central business district) is the Orchid (P1240), followed by the Park Chicago ((P830). Rates are the same for both advance booking and walk-in. If you're arriving late, the above hotels might be full but it won't be a huge problem as there are hotels aplenty, if only further away.

You can try staying at Heritage Hotel; which is across from EDSA entertainment complex. That is if you survive the 8 lanes of highway. 4 lanes, one way, 4 lanes, the other.

There are places like the firehouse and others .... lots of babes and most bar fines are 1000piso. Bargain on the long and short time.

Yes, we can head for sextown together at around 5 and you can leave the next morning while I'll leave on Sun. That is assuming my new schedule is confirmed.

After my business meetings on Fri 16/8, I headed for Balintawak at the start of the north expressway to catch a busliner to Balibago. Got there at around 6pm.
