While that is the legal min. wage guidelines for full-time workers, but many employers get away paying even less given the unemployment rate and difficulty finding paid jobs.

I know a girl with a small family restaurant, and she pays a part-time helper only 1jt/month and a full-timer 2Jt/month! I've been told Malio dancers make $15/day + tips/extra services, while waitstaff make about $5/day, which i believe. If enough people vote with their feet maybe they will change their policy, but it has been this way for a long time.

Well said. If you feel like tipping go ahead, if not thats fine, just make a choice and move on...no use complain to much afterwards. In Classic/Travel I also give the waitstaff small tips sometimes ($2-$5) if they are fast and friendly, even though their management policy curbs them asking customers for tips, they are very happy about it and i usually get better service/attention afterwards. Dancers are leaches and i only tip them in the morning when they leave my room

I wont underestimate the earning power of most Indonesian working in touristy area,especially in the service industry. Income definitely at least few folds above the minimum wages.

(speaking base on my understanding that many Batam taxi driver's monthly income is around S$2k to S$5k)

I think i answered it above. Part of it may be the way you conduct yourself, as i get begging from some but not EVERY staff. If you are upset by this behaviour you need to learn to MAN UP and say NO to people asking for tips for doing nothing. Deal with it, move on, and have fun. Maybe try drinking some concrete to harden up. Learn some Bahasa if you are Bule to make your point clear.
