If her periods were always on time, then she is less than 6 weeks, then you can opt for Cytotech. Cytotech can lead to disaster if the girl has other issues. Or if she mis counted.

Abortion is NOT exactly Illegal in Philippines strictly speaking, there are enough grey area. And the law allowing abortion is approved but on dispute. And private hospitals work on the grey area.

Pinay doctors have a right and do refuse doing abortion. But will do the counselling. and then refer to other doctors.

So solution: Look up the private hospitals in in Manila. The good private places in Manila / Makati will do it. Not too many questions. But compulsory counselling required.

Or Plan B, fly her to Singapore ASAP, and do it. As easy as it can be. A day work and then rest. Good to go.
