Vietnam customs officers puzzled by sex toys

The lack of regulations on sex toy imports has left Vietnam’s customs officers confused as many such items have recently arrived in the country as gifts and personal luggage, news website VnExpress said Saturday.

The Ho Chi Minh City Customs Department on Friday sent a statement on the problem to the Customs Control and Supervision division.

The department said it has been puzzled on many occasions in processing the products, which are banned from import to Vietnam for commercial purposes, and could not decide how to categorize them or if they were illegal.

Current regulations only ban harmful children’s toys and sex toys do not fall in that category. They are not among prohibited health or cultural product imports either, the department noted.

The government in 2009 also issued a ban on cultural activities that promote obscene and debauched lifestyle or go against traditions, but it did not specify whether sex toys would fall under this category or not, the statement said.

It asked Vietnam Customs to issue specific instructions on dealing with sex toys and similar products.

Vietnam will not allow the import of sex toys into the country, the General Department of Vietnam Customs has announced.

In a document sent to the Ho Chi Minh City Customs Department, the department said passengers who bring sex toys with them in their hand luggage will be ordered to hand them over to customs officers.

The objects will be kept and returned to the passengers when they exit Vietnam.

If the sex toys arrive in Vietnam as gifts or in checked luggage, the passengers must arrange to re-export the goods or the customs officers will destroy them.

Recently, the HCMC Customs Department had reported to the General Department of Vietnam Customs that customs officers were not clear about the action to be taken as many sex toys had arrived in the country as gifts and personal luggage.

While the import of sex toys for commercial purposes is banned, officers did not know how those brought in for personal use were to be dealt with.

Current regulations only ban harmful children’s toys and sex toys do not fall in that category. They are also not listed among prohibited health or cultural product imports.

ê - as in café
i - as in see
ia - as ee-a
ie - as in yes
o - as in door
oa - as in French moi
oă - almost as in luck
oai - as in y
oay - as in Uruguay
oe - as in where
oi - as in choice
ô - as in Bordeaux
ôi - as in toy
ơ - as in teacher
ơi - as in oy
u - as in zoo
ư - almost similar to Mandarin nü
ua - as in Ecuador
ưo - almost similar to Mandarin duo
uê - almost similar to Mandarin jüe
ui - almost similar to Mandarin rui

Now you can try to pronounce some words by combining the above, Ví Dụ: tomorrow = mai = m-ai = m-buy

Tone

We have 6 tones, some are similar to that of Mandarin. Following is an example similar to the well known "horse" example in teaching/learning Mandarin:

ma (ghost) -- Netural
má (mother) -- High rising
mà (but) -- Low falling
mã (horse, this word is very close to Mandarin, right) -- High broken
mả (tomb) -- Low rising
mạ (rice seedling) -- Low broken

I just found out the meaning from my teacher.

điếm thúi = choi xau choi toi = chao kar (hokkien)
she say can really find exact work to translate but its something like a guy got money but go find a friend for dinner. after dinner, his friend pay the bill and he quite quite go off after enjoy the free meal.

so her meaning is actually northerner more steady while southerners very "chao kar". she actually like to go out with northereners so she say it this way.
