I think it's not much point calling and asking how many people are in the queue. I have asked this question before and the reply was - "no point asking how many people in the queue because within 5 minutes, customers could walk in and there could be more joined the queue by the time you come down."

So the best is set aside some time to queue if you want their ang pai. Just call ahead to see if the girl is working and head down as soon as possible.
