just came back from HCMC... Stayed two nights at edenstar Saigon hotel.
quite a good hotel. rooftop bar/cafe + swimming pool. good breakfast. allow hotel guests to bring friends between 8am till 10pm. if stay overnight, just register the girl's full name as "wife" with hotel lobby. if not, just make sure you guys don't go out of the hotel after 10pm... Found out about new full service massage joint in district 7 of HCMC (Saigon) via another bro I met from my latest KTV adventure. Remember, the main goal of LE is to shake down the big fish aka owner of the massage shop. Your bribe doesn't amount to much in scheme of things. Also, booking you means a lot of time they're wasting on filling out paperwork...and likely pocket nothing. So a slip of 500K makes more sense to them. My friend was in scenario 2 before and he was able to walkaway easily with no hassle. The only time I experienced shake down first hand is at a newly opened KTV. Even then, the discussion was mainly between the LE and the mgmt. I walked down to wait at lobby. LE saw us and told us "don't worry. this is just a routine inspection. please continue to enjoy your evening." Hilarious stuff until you realize that LE also don't want KTV to go out of business since it is their cashcow. I'm not complete authority on this but this post is based on above experience plus consulting local lawyer friends. You'll notice in most of the news that there are never photos of the punters. Usually girls with their face turn away and proprietors (likely ones who evaded paying proper monthly bribe at that..because if you do...i don't see it happens).

Almost every aspect of most businesses no matter how legitimate, will somehow be subject to interpretation that result in paying some sort of expedite fee or wait/wait/wait. If it makes you feel any better, local SME may even have it worst in certain business categories.

Latest update: Vien Dong Hotel is undergoing renovations. But the spa is still open for business although one has to walk through the dust & debris to enter. I think their business will be affected and only die-hard supporters will still patronise the place.
