Any goldsmith shop should offer a better rate than the Bank. If you are staying in District 1 and go to the ones near to Cho Benh Thanh.
If U need some cash from the airport, you may change from Asia Commercial Bank (ACB).
Anyway, it wont make so change any different (about 2%) if you are changing small amount.

One gold shop that is strictly business -- they do high volume of currency exchange of USD/VND -- is Kim Mai at 84C Cong Quynh near Bui Vien street in the Pham Ngu Lao district. There you don't need to worry about being messed around about the rate -- people are standing in line to exchange, and the rate is the real 'market rate' of that day. Now I can't speak about Singapore dollars, only US. Hope this is useful. The smaller shops in this area will usually use a slightly different rate, but they're all aware of the real rate of that day - and Kim Mai seems to always have the lowest spread (and it may be the source for all the other smaller shops). I find the smaller shops will sometimes have a wider spread between buy and sell rates, so therefore are doing so in order to make a bit of profit on the transaction. Always request both the buy and sell rates before hinting which you want -- keep them honest.
I haven't compared rates on Cong Quynh to those shops around Ben Thanh, but found them more favorable (lower spreads) than ones at other gold shops around town.
This Cong Quynh shop is surely one that works with lots of the tourist-oriented businesses in the area, explaining the high volume they do. I tend to trust that if these local businesspeople are there, it's probably because the rates are fair. And since I've discovered much wider spreads at other shops around town -- I tend to think it does make some difference which shop you choose. If there is a similar high-volume shop near Ben Thanh market or elsewhere, then that probably would be as good as the one I suggested -- though if someone told me of such a shop, I actually would be curious enough make the effort to compare their rates to Kim Mai to be sure. As busy as Ben Thanh is, it doesn't get nearly as many tourists as the Pham Ngu Lao area, and therefore probly not nearly as many US dollars.
