Those were the times when you buy a good condition 2nd hand Nokia phone in Singapore , you can sell it for 50% profit there. Many businessman plying between SGP and HCMC were trying to squeeze in around 10 to 15 mobile phones (both new and old) in their luggage each time. When asked by customs, just say bring for wife's relatives. The more daring ones will source for one container of mobile phones and smuggle into HCMC. ..
To TT into VN is not a problem, but to TT out USD$40K will be a problem. There's a big difference when you want to bring in such amount in cash.
I always carry less than USD7000 out, so no need declare. Sometimes got friends to help carry with me. With so many bro coming to HCMC each month, it is easy to carry back as long as we dont exceed USD7000 each person.
You are right. money coming to vn is never an issue. But is a huge issue is you want to bring money out from VN. not even the western union will do that for you. Don't give the people false hope

The last time when I stayed at M2M hotel. There were quite a few constructions going on along the road and a few side by side. The noise was totally unbearable for night owls like me. I slept at 4 or 5am and was awakened by the noise at 8am.
In addition, most of the budget hotels I stayed got no in-room safe box. I have to carry lots of cash, credit cards and camera with me all the time when I go out.
For this trip, I intend to stay away from Bui Thi Xuan.

Let me do it in simple english, Go to a goldsmith shop, change your Dongs into USD. Bring it out in less than USD7000 per trip per person.
However, if you have companies in Vietnam and Singapore, you are also do up some documents to TT the money overseas.
Another way that Vietnamese has done is to TT money to their children overseas when they are liiving in overseas for a reason.

There's one money changer near to Caravelle Hotel, just opposite LV Store, that's famous for changing VND in USD. They used to be at the LV store but was kanna forced to shift opposite when the building got torn down. That money changer has been around for quite a long time and they have large quantities of USD. I remember once in 2003 when i saw a Viet Kieu changed VND to USD for amount of nearly US$60K. Changing VND to USD is never a big problem in HCMC, but its the bringing out of TSN Airport customs that's the problem. If you have offices in both Singapore and Vietnam, best is to produce legal necessary documents and do proper Bank TT. But look at it, who will want to bring cash out if he can do it the legal way?

Anything above US$7,000(or other currency equivalents) need to be declared.
Bringing cash to Vietnam is no problem, as long as you declared the amount
in your custom declaration form; even more than US$40k. The custom officer
will bring you to a small room, and ask you to show him the money. He will count them( or use a ruler to measure) in front of you. And, if the amount is correct, he will stamp your custom declaration form to verify the amount.
It means you can only bring out no more than the declared amount, if you decide to bring your money out of Vietnam again.
