Russians don't need visa to enter HK... That's why they get all the good ones there!
In Sinkapor here, even those with visas could still be denied entry ! They are sent back home immediately on next available flight.

Really wonder how do ICA officers determine which FL to let in and not to let in. I guess it is pretty obvious who is an FL anyway.
