Let's say someone engages in (Capped BJ + Capped FJ + Frenching) with 10 WLs and the condom doesn't break. What's his risk of getting HIV?

The risk is near zero.
Condoms are effective in preventing the transmission of HIV.

Risks is only for STIs contracted from unprotected BJ. STIs include: NGU, Syphilis and Gonorrhea. Chances of contracting them are low, but still present.
Chlamydia is uncommon to be transmitted through BBBJ since the bacteria does not take well to living in the throat. BBBJ carries a very low risk for transmitting HIV. There has been no conclusive studies to confirm whether BBBJ transmits HIV, however, given the prevalence during the past 25 years of HIV research, the real risks is estimated to be very low. How low? CDC estimate it to be at about 0.5 per 10000 exposures for insertive fellatio (guy receiving BBBJ).
