Base on service it is a draw 4 me, but base on quality balai gal should had won easily, balai gals is much younger n pretty.Most of batam gals is a rejected gals from balai or tp due to their age.

I go Balai 2D1N spent S$350. I go Batam 2D1N also spent $350.
Booking price for both island about the same, in fact Balai is more expensive in my humble experience in Balai.
Batam hotels are more expensive, but ferry to Balai also more expensive. So the difference cancelled each other out.

Ferry to Waterfront City, Batam :$30

Hotel in Balai : $20 to $30 ++
Hotel in Batam : $30 to $70++ or more

Actual there's no way to compare such issues. Balai or Batam got nicer or better girls, where/which is cheaper and where/which is expensive. 1 man's meat is another man's poison, for as long as you like and enjoin where you are, then that place is the best place for you.
Girls, there are thousands of them in both Balai and Batam, you just need to be in the right place at the right time.

Si bei extreme thinking.. lolz.. why I say so ? Most frequented Island is Batam (self-explainatory thru the amount of ferries going there daily).

Somemore, this is like comparing a girl I take today and a girl I take tomorrow. Who will be better ? Hmmm...

Moreover, prices about the same for both sides, a hotel around $30 for Balai would cost around $45 in Batam so ferry + hotel clear off everything.
