Serious What is, & how to become, a Grassroots Leader?

An honorable member of the Coffee Shop Has Just Posted the Following:

There have been cases of Grassroot Leaders (GRL) in the news for wrong reasons. Most recent being one who wrote to Forum that teachers are service provider, while self-proclaiming to be a GRL, albeit irrelevant to declare such.

Question are:
1) what role does a GRL play within PA/RC and outside of it?
2) what qualification, or background, are needed to be a GRL?
3) what is the progression path from a newbie who just join the grassroots, to raise to become a GRL?
4) what is process to be appointed a GRL and who appoints them?
5) as a 'Leader', how many, or what group size, will one GRL lead?
6) what are official benefits accorded to such role?
7) any other points of info regard role?

Note: this is a serious thread to better understand this role and what they are supposed to be doing officially. As in any other roles, I guess there are many such appointees who been doing a good job quietly, while there are those that become one with personal intention.
